The need to travel to access employment and education opportunities, health and social services and leisure and recreational facilities is becoming increasingly important for people living in rural areas. Centralisation of services coupled with the dispersed and small nature of rural communities has left many individuals vulnerable to isolation and social exclusion.
Despite the continued increase in car ownership, there is still a widespread need for public transport in rural areas. Conventional public transport consists of commercial services, and those needing subsidy from the Local Authority. Where buses and trains are not the answer, alternative transport solutions may be able to provide access to key services for people with transport needs.
HWRCC works, in partnership with other agencies throughout the Humber sub region, to promote and improve public transport services in rural areas. We provide the secretariat for the East Riding Transport Partnership, and are committed to improving access to essential services for those living in rural areas.
We can help with identifying local transport needs and solutions, and advising on community led transport schemes.
Community transport schemes help people by filling gaps in the rural transport network at a very local level. These schemes are flexible and varied because they are set up in response to the transport needs of the local community.
As well as coordinating the East Riding Community Transport Operators’ Network, HWRCC is a Community Transport Operator in its own right - serving the communities of Northern Lincolnshire.
Transport Solutions Services
The Voluntary Car Service provides a safe, reliable and affordable transport service for residents of North Lincolnshire who are experiencing genuine transport difficulties. These are individuals who don't have access to, or cannot use, other forms of public or private transport for the journey concerned.
The service uses volunteer drivers, who use their own cars, to take individual passengers on journeys to destinations of their choice, both within and beyond North Lincolnshire, e.g. hospitals, doctors' surgeries, local shops, community group meetings, day centres, residential homes, etc.
The volunteer drivers give their time freely, but passengers are charged a mileage rate of 43p per mile to cover the cost of fuel and other vehicle running costs associated with the journey. The mileage is calculated from the driver's home, to the passenger collection point, from there to the passenger's destination and return. The rate charged is per car and not per passenger, i.e. you will not be charged more if you are accompanied by a friend/relative. We have voluntary drivers located across North Lincolnshire and whenever possible, to keep charges to a minimum, we try to allocate the driver who lives closest to the passenger concerned.
If required, our drivers are happy to provide help and support for their passengers at their destinations. They will normally wait for their passengers at their destinations for up to 1½ hours. All our volunteers are CRB checked, but we do not transport children under 18 years of age.

Scooters for Hire - Wheels for Work Scheme
Transport Solutions has a small fleet of 49cc scooters available to loan at competitive rates for individuals who are having a transport problem that is preventing them from taking up employment, training or education.
The Wheels To Work scheme is not aimed at competing with conventional public transport, the aim is to fill the gap if public transport is not available. If no suitable public / college transport exists a scooter could, subject to certain terms and conditions being met, be made available for you to hire.
